1.Not a living thing.
2.It is man made.
3.It is sometimes made of metal but not traditionally.
4.It is not used in sports.
5. Doesn't use electricity.
6. Is hand held.

So its not organic in nature, and is man made. Might start thinking of carbon fiber or plastics to replace the metal componenets. For now I think we need to get an idea of its applications (industrial, recreational as harold went for, household etc.) For all we know atm it could be a spoon or a computer.

Does it produce or use electricity in its function?

Local to whom? It is something that you could buy in a store. As to local, a bit vague there, are we speaking of a local store in a small town? A big city?

wouldn't that be discounted by the was never alive thing?
Many paint brushes have wood in them and some can use horse hair or other organic material for the actual brisles.
