The IRC Chat (Internet Relay Chat), is a fast and easy way to talk to fellow players in real time.
You can use the WarOnline IRC-Chat page, which loads a Java-based IRC applet (which you must accept when it tries to install), as a quick and easy way to get into the IRC Chat.
Alternatively, you can download a full IRC-Chat client like mIRC.

Server : irc.waronline.net (eg. /server irc.waronline.net)
Channel : #waronline
Note : If your ISP blocks the standard 6667 IRC port, you can try port 21 instead. (eg, /server irc.waronline.net:21)
