There's a bubble and its territorial. Play a resource building without regard to one's own territorial space, a doubtful neighbor will always suspect you.

I would say a neighbour will always suspect you till you play NAP, and some even then.

NAP's are obsolete if the so called code of honor is being followed.

Mostly obsolete...if there's a window where more than one of your neighbours is free, you need the NAP to ensure you get the oppoent you want, rather than some other guy who has his own plans.

Then you have to decide which you want more - peace with the wider community via 'honour code' (a daft code for much of it but I abide by it so I can pick targets ) - or the target you want, NOW, regardless of consequences.

But I'm sure you won't mind, since I'm not taken.

NAP with Support would be doubtful; but NAP without support is safe until the naper steps on your domain.

If you are NAP with the player in war with another player, you're not obligated to do anything; NAP with support means you have agreed with another player to provide army support--for particular reasons. It could have been something simple (the NAP agreement)as "Provide support if you are attacked by another player in your own province" or "Provide support to defend your supply points if another player attempts to attack them."

A simple NAP only means you don't intend on creating problems with your neighbor. Agreements should be honored symmetrically.
