Then worry about your troops.
Dont build troops in small stacks early on unless u must.
Unless its 5 stacks of scouts, of stacks of comms.
And build that 3rd barraks as soon as possible...ive done it by turn 3 before but it should b there by turn 10.

I'm not sure if you have to build the military academy to get tax reform but the academy allows additional essential techs also and most folks do build it early. Again though if it isn't necessary for tax reform, it does cost 1200 gold so you might want to wait if you are interested to get the tax reform first. Also unless you expect to sell much of your resources to get the gold you should try to get the gold piles and the gold mine very early. You might still have to sell some resources so you have to be very tight with your spending which puts you at risk of agressive neighbors even possibly trying to steal resource piles on you.
