Additions :
- Buildings now become active as soon as they hit 100% instead of waiting for Turn end.
- Changed News page to show last 5 Notice Board items.
- ZOC changed. +1.5 penalty moving ONTO ZOC sqr, +1.5 penalty moving OFF ZOC sqr. so +3 penalty when going from ZOC to ZOC sqr.
