| Posted : Tuesday, 10 February 2015 - 06:46 It has been a while since i have played this game. I remember that i have always been able to do the Government/Empire techs. I though i needed a Marketplace and the two previous techs (Taxes and Tax Reform) however the new new techs are not available.
