how far does the commandeer have to build from an enemy? i believe it is different if it is a npc is it not? Also, from a castle you don't have to be a certain amount of spaces anymore do you? i think in the "final battle" i built two barracks adjacent to hosa's castle.

You can build a new building so long as an enemy stack is not within 3 hex but you cannot repair or complete one unless they more than 5 hex away.

In terms of enemy buildings there is no distance requirement - you can build right up next to them. This includes castles as I have built barracks on enemy castle spaces before while fighting for them.

Strangely, my opponents don't seem to like this - cant imagine why...

We should stress that the 2 hex / 4 hex distances is actually calculated as if the hexes were squares. So diagonally east and west the distance is actually 4 hexes and 8 hexes.
Due north or south is 2 and 4 hexes, as you would expect.

Im probably just having a blonde moment but I am left scratching my small(ish head) trying to work it out.

Imagine a diamond, wider than it is high, 4 hexes from point to point North-South and 8 hexes point to point east-west. (5/9 if you count the middle hex). To build in a hex, there must be no enemy or barbarian units within the diamond centered on the hex you wish to build on.
To take over a building, same shape but the diamond is 8 hexes N-S and 16 heaxes E-W.
To remove a building you own, same shape but 10/20 hexes.
