Does Defensive mode still reduce the distance a troop can travel? It used to cut it in half...so scout in defensive mode could only travel 5.5 hexes, not 11. Is that still the case?

It does still reduce the difference travelled but I don't think it is as much as 50% - more like 20-30%.
