Yeah, you address issues. Or dismiss them. And for each issue you take a side on, there are consequences. You get to watch your nation form and do hilarious things. After I installed new surface to air missiles to protect me from a hostile neighbor, I had to deal with the fact that the SAMs shot more birds and high-flying kites than it did enemy missiles |

Is the game just about making decisions to see how it affects a nation? Can you declare war? Tussle with other nations?
