Insufficient Movement Points?
What should happen when you try to move your troops further than they are able to move (insufficient movement points to move the full distance)?
Should it use the current movement algorithms to move you PART of the way along the shortest route (as far as it can go)?
Or should it simple come up with an "insufficient movement points" alert, and not move the army?
